What you need for Research & Development.
- Saudi nationality, good conduct and character.
- A direct, unconditional offer of admission to a doctoral program from one of the track's top-200 approved institutions.
- The acceptance letter must be issued by the university's official admissions office.
- Exception: for non-English-speaking destination countries, a conditional offer for a language-preparation year is accepted.
- Your research area must align with the Ministry's designated priority research fields for this track.
- Full-time, in-person study only.
Academic & English requirements
As with the other unconditional-admission tracks, the Ministry does not publish a fixed university-wide IELTS or GPA threshold for Research & Development. Because your PhD offer must be direct and unconditional, your prospective supervisor and university effectively set the academic and English bar through their own admission process.

Secure Unconditional Admission
Obtain a direct, final offer of admission from the university's admissions office.
Apply via Safeer
Submit your application through the official Safeer platform during an open window.
Await Results
Selection is competitive and merit-based; results are announced via official Ministry channels.

- Master's (or equivalent) academic transcripts
- English test certificate, if required by your university
